According to aviation rules, battery packs cannot be directly carried in check luggage, nor can they simply be placed in checked bags. There are, however, specific rules regarding the lithium content in batteries:

Batteries are flammable and potentially explosive, which creates certain risks at high altitude due to low oxygen and high pressure. For passenger safety, airlines prohibit carrying batteries directly in checked luggage because it’s impossible to guarantee that the battery won’t malfunction under these conditions.
Common electronics like mobile phones and cameras can be carried on board as long as the batteries are installed in the device and the device is powered off or set to flight mode. Some airlines may also restrict devices with batteries from checked luggage, so it’s safest to carry them with you.
Alkaline batteries and nickel-metal hydride batteries can generally be carried on board but cannot be checked. Ordinary batteries include dry cells, button cells, and other common household batteries.
